Elmore Town Hall Lake Shore Stormwater Implementation Project
In November or 2024, through a grant from the Watershed United Vermont (WUV) Clean Water Block Grant Program and the Vt Department of Environmental Conservation, Lamoille County Conservation District (LCCD) partnered with Fitzgerald Environmental Associates, LCC., and the town of Elmore and the Elmore Town Store to implement a stormwater project to address Phosphorus and sediment runoff into Lake Elmore.
Lake Elmore is a pristine lake but has been showing nutrient (i.e. Phosphorus) and sediment loading stresses due to development patterns surrounding the lake. The Lake Elmore Watershed Action Plan assessed what locations these stressors were most impactful by conducting road erosion inventories, stream walks and shoreline assessments. LCCD worked closely with the town and Lake Association to identify known issues as well. 20 possible projects were identified and 5 of these that ranked highest were brought to 30% design. One of these projects is the Town of Elmore Town Hall Stormwater Project.
Public concerns regarding an existing deed that limited what could be developed in the Town Hall Park, accessibility to park grounds and the potential of vegetation blocking views to the lake reduced the scope of work to one bioretention feature between the Elmore Store and Town Hall. Furthermore, that feature has since been redesigned to include an underdrain because water was ponding in the original design. Perennial pollinator plants will be incorporated in the system in spring of 2025 to provide aesthetic and improved stormwater drainage properties.
Due to public concern about this project a community forum will be held in the winter of 2025 to collect information from the community to determine what further stormwater mitigation should or should not be included moving forward (Date TBD).
